Andriy Ozeychuk, a construction industry expert, spoke about demand and the key changes in the sector
Demand
In 2025, the Ukrainian construction market grew by 24% in monetary terms compared to 2024 and amounted to about UAH 248 billion (€5.3 billion). This is 34% less than in 2021, when the construction market reached €8 billion.
The main segments for investments in commercial real estate remained warehouse, production and retail facilities. The most attractive for the construction of new buildings were Kyiv, Lviv and Ivano-Frankivsk regions.
The segment of restoration and protection of critical infrastructure facilities is one of the largest and occupies approximately 20% of the construction market.
The demand for systems to increase the energy independence of buildings has increased significantly: generators (+130%), inverters and batteries (+50%), solar power stations (+100%).
In the commercial construction market, the agricultural buildings segment showed the greatest growth, increasing by 48%.
Demand for primary residential real estate remained at the same level as in 2024.
Prices
The growth in the cost of construction works and materials slowed to 15% in 2025, compared to 24% in 2024. Residential real estate prices increased by 5-10% per year.
The professions of monolith worker (+50%), surveyor (+44%) and concrete worker (+38%) showed the greatest increase in salaries.
Personnel
Currently, the market lacks about 30% of specialists in construction specialties. This has led to an acceleration in the growth rate of salaries in the construction industry from 20% annually in 2022-2024 to 25-30% in 2025. It is currently easier to find an engineering specialist than a skilled worker.
The labor shortage is encouraging Ukrainian construction companies to look for specialists from South Asian countries. Ukraine already has HR-agencies specializing in the search, importation, and official employment of foreign workers from India, Nepal, Bangladesh, Pakistan, etc.
Vocational educational institutions are facing a shortage of students for construction specialties, as well as their significant outflow during the first years of study. In the future, this may lead to an even greater labor shortage and slow down the reconstruction of Ukraine.
Digitalization
In 2025, the Unified State Electronic System in the Field of Construction became fully operational and its functionality for submitting declarations of performance was expanded.
The geoportal of the urban planning cadastre, which provides open access to the main data of urban planning documentation, became fully operational.
In the summer of 2025, the «Transparent Construction» application began operating, which provides an automated algorithm for technical inspection of the facility during its commissioning, which increases the transparency of the process and minimizes the impact of the human factor.
Legislation
Requirements for the inclusiveness of buildings and structures in the form of amendments to DBN V.2.2-40:2018 were updated and came into force on April 1, 2026, taking into account best international practices to ensure the accessibility of the urban environment to all users.
The new Law of Ukraine "On Public-Private Partnership" creates transparent rules for attracting private investment in the reconstruction of schools, hospitals, roads, infrastructure facilities, etc.
In early 2026, the Verkhovna Rada adopted the Law "On the Basic Principles of Housing Policy", which replaces the old Housing Code and is designed to create tools for resolving housing issues, as well as introduce transparency and efficiency of administration.
